
Responsibility
In the first instance, certification is the responsibility of the tool manufacturers. They are accountable for the correct seals of approval (such as the CE mark) and certificates (such as the IIA Declaration). In doubt as to whether your tools comply with the Machinery Directive? Certification of tools is in safe hands at BKL. We do not differentiate between tools we develop/produce ourselves and tools of other manufacturers. Many manufacturers and users have made use of this expertise in recent years. Both for new and for existing tools. Machinery Directive requirements?
Certifying tools under the Machinery Directive is a discipline in itself and a speciality of BKL. A CE seal requires a Technical Construction Dossier (TCD). This gives all the information necessary to produce, use, transport, maintain, test and ultimately dismantle a tool safely. A fully completed TCD is proof that the tool complies with the Machinery Directive. Based on it, the manufacturer (or where applicable BKL) signs a so-called IIA Declaration. Only then can we attach the CE mark to the tool (including notation of the manufacturer’s name).
Content of the TCD
The content of a Technical Construction Dossier consists of at least:
- Strength calculation
- Operating Manual
- Safety Risk Analysis (SRA)
- All drawings

BKL will support you not only in obtaining the certificates needed. We are also happy to take the entire process for our account. Where applicable, we also take over the CE responsibility from the manufacturer and issue the associated IIA Declaration. BKL then also assumes the responsibility for the construction dossier and drawing management.
Certification of existing tools
Want to have an existing tool provided with a CE mark? Together with you, BKL looks at how we can handle the application as efficiently as possible. We often begin by assessing or drawing up (if not present) a Safety Risk Analysis (SRA). Assessment and completion of the TCD then takes place after implementation of any recommendations arising from the SRA. The manufacturer (or BKL) then signs the IIA Declaration.
